5.2.5. MCR Review & Analysis

Manpower Change Request (MCR) An MCR is the methodology a functional OPR (customer i.e. Commanders, Functional Managers, etc.) uses to request a change to the UMD. The MCR is a tool that unit commanders use to fine tune their organizations. Some of the most common changes requested are AFSC changes, position realignment, and skill-level adjustments. Commanders can move positions within their unit from one work center to another, change AFSCs, transfer funding to unfunded positions, and so forth. To help the commander make an informed decision, the manpower technician must evaluate the request thoroughly. An MCR can be initiated at any level (Air Force, MAJCOM, or wing), usually by a functional OPR to propose a change to the status of authorizations or codes reflected on the UMD. The servicing Manpower activity/office at the level of the requesting customer has the primary responsibility to evaluate the request and make a recommendation for concurrence or non-concurrence. This lesson limits the discussion to MCRs submitted by OPRs at the wing level since most of these requests are initiated at that level. Each MAJCOM provides guidance for processing MCRs; therefore, the guidance presented here is somewhat generic and may slightly differ from your command’s policies.
